In order to help assess the promotional potential of police officers for the positions of police sergeant, police lieutenant, and police captain, IPMA-HR now offers the Public Safety Assessment Center System. The PSACS are carefully designed to allow agencies to administer their promotional assessment centers without incurring the added expense of hiring a consulting firm. Educational materials are provided with the system to guide you through each step of the process.

The PSACS is based on legal and professional guidelines and was designed by professional consultants who have more than 25 years of experience developing and administering police assessment centers at all levels of government. Research has shown that the assessment center method of testing accurately predicts performance on the job. In addition to having withstood court scrutiny, the assessment center method is well accepted by candidates and is viewed as a fair assessment tool. Assessment centers also provide valuable information that can be used for both individual and organizational development.

Each PSACS system contains detailed information including:

  • Assessment Center Model and Exercise Materials
  • Content Validation Guidelines and Materials
  • Project Management Plan
  • Assessor Trainer Guidelines and Training Materials
  • Sample Scoring Forms, Rating Scales and Scoring Guidelines
  • Candidate Orientation Guidelines and Orientation Materials

“After each of the three exercises was administered, candidates made very positive comments on the job relatedness and fairness of the system. The assessors thought the scoring process was outlined very thoroughly which made their job much easier compared to their experience with other assessment centers. They were very impressed and requested information on PSACS to take back to their agencies. I received all the information I needed to make confident promotional decisions. Participation in the system also provided the candidates with a valuable opportunity to personally develop their skills and abilities. Their on-site employment testing specialist added to the professionalism of the system and assisted us in ensuring the assessment center ran smoothly.”

Your agency will then need one to two months to plan, schedule, and run the assessment center, depending on your agency’s experience with administering assessment centers.

Testimonials

“The assessors and candidates were very impressed with the training they received.  By having the opportunity to practice all phases of the assessment process, the assessors became very familiar with each exercise which gave them confidence when the actual scoring process began.  Candidate training provided the candidates with a good understanding of exactly what was expected of them during all three exercises.  During training the candidates were given the opportunity to thoroughly review the exercise instructions and practice with sample exercises, which gave them a high level of confidence about the assessment center prior to participating in the process.  We did not get one complaint about our promotional process.”

“This is a very comprehensive system.  The detailed instructions and automated video-based exercises made it easy to administer.  The results of the assessment center process where key in assisting us with making promotional decisions that have proved to be very sound.  We were also impressed with their Job Analysis System conducted for the rank being tested.  IPMA-HR provided us with a Job Analysis Report that linked our Sergeant position to the assessment center, which assured us that the test was appropriate for use and also supplied us with information that could be used in the event of a challenge.  We were so pleased with the outcome of the Sergeant process we have now used the systems for the Lieutenant and Captain ranks.”
