In 2001, IPMA-HR conducted a similar recruitment and selection survey and by updating the data, and adding some new categories, we will be able to provide you with valuable information in one of the hottest HR issue areas. The IPMA-HR Benchmarking project was begun in 1998 as a way to provide cutting edge information to public sector HR professionals. Topics covered during the last eight years include: compensation, training, workforce planning and healthcare cost management.

2005 IPMA-HR Benchmarking Committee Report - Healthcare Benefits Cost Management (members only, please log in)
The most recent benchmarking report is now available. The survey was sent to all IPMA-HR members in January and February of 2005. Three hundred and twenty-four organizations, representing thousands of public sector employees, responded to the survey.
Participants reported double-digit increases in health insurance costs over the past three years. Nearly 90 percent of public agencies surveyed said they have either made changes to their health insurance plan or that they intend to make changes within the next year.
When asked what types of plan design changes they implemented, the respondents gave a variety of answers, with cost shifting to employees one of the most popular answers.

2000/2001 benchmarking reports on Total Compensation, Recruitment & Selection and Training
This informative publication highlights the changes taking place in total compensation and recruitment. Based on data from the comprehensive 2000/2001 benchmarking survey and the survey from 1998, John Thigpen, HR Director and Jason D. Phillips, Senior HR Specialist, for the City of Kansas City, Missouri analyzed the data to find some interesting trends. One such trend is the increasing use of variable pay approaches in the public sector; slightly less than half of the respondents said they use some form of variable pay. In addition, there appears to be a trend toward decentralizing HR functions. "Agencies are beginning to become more decentralized because they are beginning to understand the importance of the hiring manager and department in the process, " writes Thigpen.
