Nominations sought for president-elect
IPMA-HR
The association is seeking nominations from individuals interested in serving as the 2013 president-elect. The person elected by membership will automatically become the 2014 president. The deadline for the submission of applications is May 1. IPMA-HR bylaws require that to be nominated as president-elect, an individual must: Be a current individual member or covered staff member of an IPMA-HR agency member and have maintained membership for no less than three years; have demonstrated a commitment to the association through service at any level; and be willing to contribute actively of time and talents to the objectives of the association. In addition, anyone seeking to be nominated must be currently certified by IPMA-HR. The application is available online. Cities' jobs picture is a mixed bag

As the nation's jobs picture brightens, the prospects for America's cities remain somewhat mixed, according to the Bureau of Labor Statistics. There is good news, as the vast majority of cities report lower unemployment rates than a year ago. But many of the nation's biggest cities continue to languish — more than one-third of large metropolitan areas have jobless rates higher than the national average. MORE

'Big government' payrolls get smaller as private sector grows

The "big government" that Tea Partiers demonize and GOP candidates rile against is getting smaller. A Gallup poll released Monday showed that the government is sloughing off jobs at every level, with local, state and federal governments shedding about 1 percent of their combined work force last year. While government employment decreased in 18 of the past 24 months, private sector employment grew in 23 of those 24 months. MORE
Federal retirements surged 24 percent in 2011

Federal employee retirement applications in 2011 spiked 24 percent over the previous year, according to new statistics from the Office of Personnel Management. In all, 104,810 employees put in their retirement papers in 2011, up from 84,427 in 2010. The increase was largely driven by a wave of buyouts and early retirements offered throughout 2011. Some employees also may have decided to retire because of the ongoing two-year pay scale freeze and numerous proposals to cut federal retirement benefits. MORE

Employer contributions to health accounts falling as individual contributions rise

Enrollment in health savings accounts and heath reimbursement arrangements continues to grow, but contribution patterns to these account-based health plans are changing, according to a new report from the nonpartisan Employee Benefit Research Institute. The EBRI survey found that about two-thirds of workers with an HRA or HSA reported that their employer contributed to their account in 2011, a level that has remained steady since 2006. However, employer contribution levels have declined for some enrollees. MORE
